上海发布 2026 版网约车行业自律公约：17 家平台集体签约，要求整治补贴冲单、低价倾销_我的网站

The PM has repeatedly stated that he will not allow a second referendum, since the people of Scotland expressed their will in 2014, when 44.7% voted for independence and 55.3% said “no” to it.。据了解，新版公约聚焦行业痛点，重点围绕人车资质全周期管控、运价抽成规范透明、营运数据精准报送三大核心内容，明确行业经营自律红线。严守人车资质合规关口。公约要求各平台严格落实人车双证核验准入机制，严禁向无资质车辆、驾驶员提供注册及派单服务。动态排查存量运力，分批清退不合规对象，确保线上线下人车信息一致。建立驾驶员经营行为数据库，归集投诉、执法检查等多维度违规信息，对危险驾驶、拒载甩客等严重违规驾驶员纳入行业禁入名单，实现全平台闭环管理约束，守牢安全底线。
二 | 规范运价与抽成管理。要求平台科学设置运价体系，遵守抽成比例上限，整治补贴冲单、低价倾销等无序竞争行为。落实明码标价规定，公开计价规则、抽成比例及各类收费标准，统筹保障乘客出行权益与驾驶员劳动收益，维护公平的市场竞争环境。压实营运数据报送责任。各签约平台须严格落实数字化治理主体责任，按照监管要求，实时、准确、完整报送营运相关数据。健全车辆、驾驶员、失信人员等工作台账，筑牢网络安全、数据安全及个人信息保护防线，以数字化赋能智慧监管。参与签约的 17 家网约车平台表示，将严格恪守公约条款，主动履行社会责任，坚持合规经营、规范服务、暖心保障，提升出行服务品质，助力上海网约车行业高质量发展，服务城市综合交通出行保障。下一步，行业协会将建立定期会商机制和年度履约检查制度，常态化开展督导检查，通过公约执行情况，督促履约不力平台企业限期整改，切实保障公约各项条款落地见效。
